HALIM GENUS

Chief Executive Officer

Halim Genus is the Chief Executive Officer of the Nashville Police + Public Safety Alliance, where he leads the citywide effort to strengthen public safety through cross-sector collaboration, data transparency, and community partnership. In this role, Halim drives strategy, cultivates high-impact partnerships with Metro departments, nonprofits, and private sector leaders, and advances initiatives that improve outcomes for residents and support the wellbeing and effectiveness of law enforcement personnel.

Halim brings a deep record of systems leadership to this work. Prior to joining the Alliance, he served as Vice President of Statewide Partnerships at Teach For America, leading the North Carolina program team and driving student and educator outcomes across diverse communities. He also served as Chief Schools Officer for KIPP Albany Community Public Schools, overseeing school performance, coaching principals, and shaping equitable, high-impact learning environments for thousands of students.

Halim holds a Bachelor’s degree in Africana Studies and Political Science from the University of Pittsburgh and completed the National Principal Supervisors Academy at Relay Graduate School of Education. He is currently pursuing a Master’s in Leadership and Public Service at Lipscomb University, deepening his expertise at the intersection of public institutions, community impact, and organizational transformation.

KATHY SINBACK

Executive Vice President

Kathy Sinback is a Nashville-based attorney and senior executive with more than 25 years of experience advancing bipartisan improvements in public safety, education and youth justice across Tennessee. She currently serves as the Executive Vice President of the Nashville Police + Public Safety Alliance, which strives to improve public safety in partnership with the Metro Nashville Police Department (MNPD). The Alliance’s work focuses on preventing and reducing crime, improving community engagement in safety strategies, introducing new innovative ideas and best practices, and providing support to the MNPD.

Prior to her current role, Kathy served as Executive Director of the American Civil Liberties Union of Tennessee (2022–2024), where she led statewide legal, legislative, and advocacy initiatives to advance civil rights and civil liberties. Before joining ACLU-TN, Kathy spent over two decades in public service leading major reform efforts at the city and state levels. She began her career at the Metropolitan Public Defender’s Office representing youth facing transfer to the adult system. She later served as a senior attorney for both Metropolitan Nashville Public Schools and the Metropolitan Nashville Police Department within the Metropolitan Department of Law, advising on complex legal, policy, and operational matters.

Kathy went on to serve as Court Administrator of the Davidson County Juvenile Court, where she implemented evidence-based, public-safety-focused reforms. Her leadership helped strengthen cross-agency collaboration among law enforcement, schools, and mental-health providers, and drove practice changes that improved outcomes for youth and families.

A respected voice in statewide policy, Kathy was appointed to the Tennessee General Assembly’s Blue Ribbon Task Force on Juvenile Justice (2017) and has held leadership roles on numerous collaborative bodies, including as chair of the Alignment Nashville Action Team on Student Discipline, the Early Intervention Committee of the Community Mental Health Systems Initiative, and the Tennessee Joint Task Force on Children’s Justice and Child Sexual Abuse. Kathy’s work has been recognized with the Tennessee Juvenile Court Services Association’s Humanitarian Award for “compassion, support, and outstanding contributions to youth justice” and the End Slavery Tennessee Award for advancing awareness of youth sex trafficking.

Kathy holds a Juris Doctor degree from the University of North Carolina-Chapel Hill and a Master's in Public Service Management from Cumberland University.

Jessica Jaglois

JESSICA JAGLOIS

Senior Director of External Relations

Jessica Jaglois is a strategic communications leader and award-winning journalist dedicated to advancing data-driven public safety solutions for the Nashville community. As Senior Director of External Relations, Jessica oversees the Alliance’s communication strategy, media relations, and community engagement efforts, ensuring that the organization remains a leading voice in the Nashville public safety conversation.

Prior to joining The Alliance, Jessica served as the Director of Communications and Marketing for Voices for a Safer Tennessee, where she led statewide external strategy and significantly elevated the organization’s public profile. Her work was instrumental in driving social media growth, securing high-impact media placements, and leading digital fundraising initiatives that fueled the organization’s mission.

Jessica’s approach to communications is rooted in her career as a seasoned investigative journalist. A Murrow Award winner and Emmy nominee, she spent years uncovering complex stories and translating them into clear, compelling narratives for local and national outlets, including WKRN News 2 in Nashville, Action News 5 in Memphis, and The New York Times.

A deep believer in the power of people-centered storytelling, Jessica leverages her investigative rigor to help the Alliance bridge the gap between law enforcement, civic leaders, and the community. She is passionate about creating a safer, more informed Nashville through transparency, collaboration, and solutions-oriented thinking.

Arrielle Kitenge Nashville Alliance

ARRIELLE KITENGE

Project and Operations Coordinator

Arrielle Kitenge serves as Project and Operations Coordinator at the Nashville Police + Public Safety Alliance, where she works at the intersection of systems change and community trust. She supports project execution, coordinates cross-sector partnerships, and ensures that the Alliance's internal operations run with both efficiency and intentionality so that the work of building a safer Nashville can move forward without friction.

Arrielle brings a strong background in community engagement and advocacy from her time at the ACLU of Tennessee, where she worked to advance civil liberties and mobilize communities around issues impacting equity and civil rights. Her experience sharpened her instincts for both the strategic and the relational, all grounded in knowing how to move a project forward and bring the right people along with it.

She holds a degree in Sociology from the University of Tennessee, Knoxville, with concentrations in Critical Race and Ethnic Studies and Environmental Issues, and a minor in Africana Studies. Arrielle is passionate about building systems that are both effective and equitable, and she is dedicated to fostering partnerships that lead to meaningful, community-centered outcomes. She believes the most durable systems are built with communities, not just for them.

Alesa Lacey Nashville Alliance

ALESA LACEY

Executive Assistant

Alesa J. Lacey is the Executive Assistant at the Nashville Police + Public Safety Alliance. She supports CEO Halim Genus and advances the organization’s strategic initiatives, helping coordinate planning efforts and contributing to research projects that further the Alliance’s mission of improving public safety through collaborative, data-informed approaches.

Alesa joins the Alliance from Vanderbilt University Law School, where she served as the Academic and Educational Program Coordinator. In that role, she supported the Vanderbilt Project on Prosecution Policy, the Legal Research and Writing Program, the International Legal Studies Program, and the Vanderbilt in Venice Program.

She holds a Bachelor of Science in Psychology and Sociology from Texas A&M University and recently earned a Master of Arts in Government, with an emphasis on Security Studies and Democracy, as well as a Graduate Certificate in Intelligence from Johns Hopkins University.

Alesa is passionate about contributing to work that builds trust and strengthens connections across Nashville communities. In her free time, she enjoys training for half-marathons, participating in local trivia, and spending time with her dog, George.
